In the METEOR project, our mission is to develop innovative technologies that harden global borders against complex smuggling techniques. Often, the best way to understand the importance of our work is to look at current operational successes by law enforcement.

Today, we are sharing a recent high-profile case from Spain that highlights the sophisticated methods criminal networks use to transport illicit substances.

Operation “Sircan”: A Massive Seizure in Toledo

The Spanish Guardia Civil, in cooperation with the National Police and the Customs Surveillance Service (AEAT), recently dismantled one of the largest cocaine processing laboratories in Europe. Located in an industrial facility in the province of Toledo, the lab was dedicated to the large-scale extraction and processing of cocaine hydrochloride.

The Challenge: Detection in High-Volume Cargo

This operation, which began in 2022, revealed a complex logistics chain. The criminal organization transported cocaine from South America to Europe by concealing it within maritime containers.

The most striking detail?

Law enforcement seized nearly eight tonnes of maize flour impregnated with cocaine. This "impregnation" method is a major hurdle for traditional security. By hiding the substance within organic material like flour, traffickers aim to bypass standard visual or manual inspections. This is precisely where the METEOR project’s focus on vapor-based large volume screening becomes a game-changer.

The dismantling of this lab resulted in the seizure of over a tonne of pure cocaine hydrochloride and a vast quantity of chemical precursors. This success by Spanish authorities is a reminder of the scale of the threat we are working to mitigate.
